Relaying protection and fault information management system is for the purpose of realizing the equipment management, the running status surveillance and the movement fix-value calibration to the second equipments of the power system, as well as the integrative and effective utilization analysis to the information of the electrical network's unconventionality or fault that are recorded by the second equipments, and so on. The national electrical network company already sets the explicit request of the establishment, the implementation and the inspection to the above system in a series of documents.According to the unique feature of the power system itself, at the same time considering the complexity and multiplicities of the protection and recording equipments, the establishment of Relaying protection and fault information substation system in the substations will be the key to the implements of whole system.This article produces one kind of new design proposal of the relaying protection and fault information substation system. The paper firstly brings forward the system's design goal according to the requests of the relaying protection and fault information management system to the substation system. In this foundation, the paper elaborates the design thought and technical plan of the substation's soft and hardware system in detail.The system is designed according to IEC 61850 and other interrelated standards, and uses the CORBA technology to mapping the abstractcommunication service interface. It can wholly connect to the relaying protection and fault information management system and other distributional automated system by the plug and play function of the distributional structure.Considering to the compatibility to other relaying protection and fault information management systems that are not distributional structure systems, the system in this paper also realizes the mapping of the abstract communication service interface to IEC 60870-5-103 and its expansional terms. The system may support any connection protocols that connect to the main-station system and other automated systems through the independent port processing course and the protocol processing program (dynamic library) which can be disposed.The relaying protection and fault information substation system designed in this paper has already applied successfully in the Shandong electrical network. Result indicates that this system completely achieves the design goal and satisfies the user's demands fully. In the same time it has gotten obvious social and economic benefits.
