To adapt the quick development of the power system, as one of the most important product and management department of the power system, its routine work, such as setting compute, fault information management, is eagerly needed to realize computer management, net management, automation integrate and reliable user authorization &authentication. All these applications can't be realized without a multi-layer distributed relaying protection applications system based on GUI. From 1990s, network revolution is spread all over the world, especially in our country and our power system have been constructed its LAN and connected it to the Internet, this provide us the basic condition for the distribution management of relaying protection applications.For the reason has mentioned, the author studied and developed multi-layer distributed relaying protection applications based on MS. NET under the instruction of mentor professor LU. The paper first expatiates on the architecture of the whole system as well as every layer of the distributed structure and the layers' function along with the tool needed to finish it. Secondly, we finished access control of the user by role based access control model, and its based on UML model and can easy do amount of administration and authorized work and totally based on XML web service, solved the shortage and fussy of traditional ways...
