It is generally agreed that delay in the air transportation system will become intolerable if aviation capacity is not keep pace with increasing of demand. And the objective of air traffic flow management is to maintain a high level safety and efficient use resources of airspace and airports by regulating the flow of traffic, balance contradiction between air traffic demand and airspace capacity, in order to reduce delay. In order to reduce delay and minimize the cost of delay, takes flow control method in terminal area. Three problems related were mainly discussed as flowing in this research.Efficient and effective air-traffic management decisions can be dependent on the accuracy of air traffic demand and airspace capacity predictions. Firstly, in this paper systematically estimate physical components of terminal area capacity such as runways, apron-gate and en-route. Then, focus on ASAC Airport Capacity Model, and detailed introduction about how to calculate single runway theoretical arrival rate.A challenge for air traffic management is making decisions which incorporate changing capacities due to weather uncertainty. And secondly another major objective of this research is to take a less delay to attain a better expected delay, instead of avoiding the bad weather zone completely. Then address the single aircraft problem using a Markov decision process model and a stochastic dynamic programming algorithm, where the evolution of the weather is modeled as a stationary Markov chain. The solution in this paper provides a dynamic routing strategy for an aircraft to minimize the expected delay. A significant improvement of delay is obtained by using methods in the paper over the traditional way.Because influenced by network effect of delay between airports and the cost of delay is a serious and increasing problem in the airline industry, thirdly we further considerate about minimizing the cost of delay in the network of airports, while take ground holding policies on flights to reduce air traffic congestion. In the paper explore how the optimization procedure simultaneous perturbation stochastic can be used to minimize delay cost with SIMMOD air traffic simulation package, find optimization ground holding policy among polices executed on flights in the network of airports, and further gain the minimum cost of delay corresponding to the optimum groundholding policy.
