This paper takes optimum selecting subgrade and foundation scheme of the high building as the main thread, proceed from rock soil project geological condition, analyses the physics mechanics performance of the soil synthetically, propose several schemes of the groundwork and foundation, then compare these schemes by using fuzzy mathematics method, next using the reliability theory to carry on quantitative analysis, propose the optimum scheme finally.First of all, comprehensive summarize the rock and soil engineering geological primary condition of loss girder and depression physiognomy unit of the city zone of Xi'an, including the geological physiognomy shape and stratum structure , rock soil body type and characteristic ,hydrology geological condition , geological condition of the earthquake ,etc. introduce the commonly subgrade and foundation type of high building of loss girder and depression physiognomy unit of the city zone of Xi'an, choose the typical rock soil engineering project to carry on the subgrade and foundation design according to concrete rock soil condition.In order to make the design obtain the best project result, using fuzzy mathematics comprehensive judge method to set up the mathematics model, after confirm the power ,evaluate the factor of structure low cost, using short time, construct facility, environment influence limited as respect in designing, select the best subgrade and foundation design scheme .At last, introduce the reliability theory to the subgrade and foundation engineering design, sum up some uncertain factors existing in rock soil project, calculate and evaluate the subgrade and foundation design scheme selected at last by using the reliability analyses method, then analyses synthetically about the result of calculation.
