This paper studies freeway tunnel TSC(Traffic Surveillance and Control) System in our country. In this paper the six functions and the eight subsystems of freeway tunnel TSC System are completely discussed . The ventilation control subsystem and fire detection subsystem are represented in detail. The difficulty and focus of long tunnel TSC System are ventilation control subsystem and fire detection subsystem. In the second section a ventilation control system based on fuzzy control theory is proposed. Co value and fog value is the input variable of fuzzy system, pass through fuzzy , fuzzy rules , fuzzy inference and fuzzy decision-making, a fuzzy control table that can be used directly in ventilation control program is gotten. In the third section a tunnel fire detection system based on fuzzy neural network is proposed. Temperature and fog value are the input variable of fuzzy neural network, the output value is alarm value. A group of data is used to train fuzzy neural network. The fuzzy neural network is stimulated to ensure its effect.
