The optimal allocation of water resource security is one of the most effective measures for human society to alleviate the scarcity and sustainable development of water resource. Although water resource in Xiangjiang Valley is totally abundant, seasonal and pollution-induced water shortage still exists. It is in the rapidly developing process of two-oriented society and integration development of Chang-Zhu-Tan City Group. However, with results of nature environmental pollution and social development in recent years, water resource security problems are increasingly serious in despair need of improvement through water resource allocation. Therefore, it is realistic significance to studying on the optimal allocation and management of water resource security of city group in Chang-Zhu-Tan along the Xiang River.Taking the water resource security of city group in Chang-Zhu-Tan along the Xiang River as research object, the main contents and results are as follows:(1) On the basis of general introduction of Xiang River and Chang-Zhu-Tan City Group, this paper summarized the development and utilization, ecological environment, security planning situation, and primary security problems of water resource of city group in Chang-Zhu-Tan along the Xiang River, to provide practical foundation for the optimal allocation and management of water resource security.(2) According to the analysis of the natural characteristics of water resource flow pattern of city group in Chang-Zhu-Tan along the Xiang River and of characteristics of water resource system of regional city group, the rational division of part of Xiang River which belonged to Chang-Zhu-Tan City Group was accomplished based on Xiang River Valley planning and Chang-Zhu-Tan City Group planning. Combining the regional division of the ecological and economical belts of Xiang River with relevant functional groups of city group in Chang-Zhu-Tan along the Xiang River, the system network diagram of water resource security optimal allocation about this city group had been completed, and would provide basic foundation and reference for study on the optimal allocation of water resource security.(3) Water resource security optimal allocation model of city group in Chang-Zhu-Tan along the Xiang River was established based on analytic hierarchy process theory, and then was optimized by coupling set pair analysis theory with grey correlation analysis, thus realizing the optimal allocation of water concerning industries, ecology, architecture and living section in each part of Chang-Zhu-Tan City Group.(4) On the ground of shell theory, the optimal water resource security allocation model of city group in Chang-Zhu-Tan along the Xiang River was set up and essential factors system of water resource security has also been built. Meanwhile, the opening degree and exchange ration of shell were calculated, fulfilling rational and optimal water resource security allocation of each section in Chang-Zhu-Tan City Group. And the results demonstrated the feasibility of allocation models.(5) This paper studied on the water resource security management of city group in Chang-Zhu-Tan along the Xiang River.Water resource security management connotation was improved on from technical measures, economic and legal means, united administration system on valley and region of water resource security management, and at length listed some concrete measures of the water resource security management of city group in Chang-Zhu-Tan along the Xiang River. |
