Xi'an International Metropolis Under The Construction Of Xianyang City Urban System Planning Studies

Xianyang and Xi'an are adjacent, the downtown area almost connects with each other and the trend of "same city" have been more obvious. The construction of Xi'an international metropolis not only makes two city downtowns realize "same city", will definitely also make the development pattern of the administrative region of town transform, which effects the development of the administrative region of town system. In order to achieve the coordination and orderly development between the various cities and towns of the administrative region of Xianyang in the background of Metropolis construction, it is necessary to study the urban system planning and make necessary arrangements. On the basis of the analysis of regional development in the new situation and the influence on construction of international metropolis, this paper analyzes urban development of various towns within the metropolitan hinterland in Xi'an and Xianyang, and finally proposes the overall orientation of the development in Xianyang urban system and puts forward strategy and countermeasures of urbanization development, urban system development and guidance of urban-rural development. The main conclusions are as follows:(1) The research on development of urban system of Xianyang should not be confined to the administrative jurisdiction, and should consider the whole developing zone of regional economic integration, namely Xi'an international metropolis and its influential scope; But taking the difficulties in implementation of inter-area regional planning and policy into consideration, the developing strategies and guiding measures in Xianyang urban system should be implemented within the administrative jurisdiction of Xianyang as possible.(2) The construction of Xi'an international metropolis will be formed by envelops of different influential intensity in its regional hinterland, namely core influential envelop, close influential envelop and peripheral influential envelop. Although Xianyang and Xi'an belongs to different administrative jurisdiction, the future development of administrative region of Xianyang has to consider the relationship of competition, cooperation and division in various towns, especially the relationship with main districts of Xi'an and various towns of the administrative jurisdiction inside the envelops. (3) Under the influence of the construction of Xi'an international metropolis, urban development pattern in Xianyang will develop into " envelops-Shaft" pattern from point-axis model. A peripheral development zone composed by "anti-magnetic center & urban groups"and a metropolis core development region composed by "central city & satellite towns " will be formed, and they can interact with each other by traffic axis and radiate the whole administrative region of Xianyang, these contribute to form a reasonable scale structure and functional structure of urban system, and gradually coordinate with urban transport and industrial development.(4) With the continuous expansion of urban land and the increasingly well-developed traffic network, the future development trend of "same city" in China's regional towns will be more obvious, which will inevitably cause cities of different administrative subject to achieve integrated development under the background of economic zone,urban system planning of such cities should integrate the advantages and disadvantages of each town in economic zone and optimize the development structure and support system in various towns in order to avoid the judged results of planning deviate from the right direction of regional development. Meanwhile,implementation measures of planning should be put into practice within administrative jurisdiction scope so as to prevent the problem of insufficient implementation of the planning measures in cross-administrative regions.
