Currently China stays in the transition of economic development, when we are supposed to change the previous high pollution, high energy consumption, high emission model of development. To taking a sustainable development model, we must attach importance to environmental policy implementation. Therefore, the research of executive ability of environmental policy has important theoretical and practical significance.This paper firstly sorts out the concept of executive ability, points out the connotation of it, which is some kind of representative strength that executives make use of all available resources to achieve policy goals to meet public needs by understanding the intention of upper policies. And then put forward the index system of policy execution and calculation mode, on this point, and to analyze the execution situation of environmental protection policies of Pilot Area of Changsha, indicating it's positive effect, finally, the thesis provide three aspects to improve the environmental policy execution of Pilot Area of Changsha:To improve the quality of public policy, improve the quality of policy implementation, optimize the process of implementation.
