Emissions trading is market-based environmental-economic policies and economic incentives, all countries in the world are highly concerned about the current environment of economic policy. Emissions trading system to optimize the allocation of resources and cost savings, environmental compliance faster, and promote technological innovation, and promote fairness and efficiency of unity is conducive to the formation of low levels of pollution and high efficiency production of industrial layout, as well as the environmental protection department in favor of self-containment functional behavior. Emissions trading are the future of environmental policy of the main directions of development.Pilot emissions trading policies, although the central government introduced a series of measures to strengthen macro-control policy and governance, but because of various reasons, local governments to take active control and management of the wishes do not have a strong central government policy which makes the result is not satisfactory. In this paper, analysis of game theory to the relationship between government and conflicts of interest policy for the continued implementation of emissions trading to provide policy recommendations, but also the significance of the study.Central and local governments in policy formulation and implementation of emissions trading in the course of the game the relationship between emissions trading policy decisions are an important factor for successful implementation.
