After Mankind entered the industrialized society, the resources that drive the economy become an important driving force for economic development. So the economy in the natural resources has developed rapidly. But after the World War II, the economy in the rich natural resources regions did not show rapid growth, and even experienced negative growth. But the economy of the poor resources regions such as Hong Kong, Singapore and South Korea has high economic growth. And there is a similar "resource curse" phenomenon in China, the economic growth in the abundant resources in middle and western of China is slower than the poor resources southeast in the coastal areas. At the same time, the natural resources areas are accompanied by serious environmental pollutions, not only exist "backward-based environmental problems", for example soil erosion, desertification of land degradation of the ecological environment, but accompanied with air pollution, water pollution, "developed environments problems". There is slow economic growth, the twin issues of serious environmental pollution.Through selected in the typical resources, economic small province, the provincialpollution------Shanxi Province for the empirical study, The paper researches the reasons for theeconomic slow growth and the deterioration of environmental quality from the view of the rich resources, and discusses how to promote the harmony between the economy and environment in the natural resources areas. At last it Provide reference to the other coal resources regions.On the basis of referention the predecessors about " Curse of resource", the paper uses the results of many subjects such as environmental economics, resource economics, development economics, regional economics. Firstly, the paper analyzes the relation between the natural resources and economic growth by Pearson. It indicates that the natural resources is closely related to industrial structure, and is related to the second industry positive,and is related to the third industry negatively. But it is not obvious related to the first industry. Secondly, the paper does the empirical studies about economic growth and environmental pollution of the Shanxi Province by the Kuznets curve model. It finds that the relation between the economic growth and environmental pollution in Shanxi Province shows the third curve. It also shows that a clear upward trend and the urban emission of domestic sewage of unit GDP in 2004 exceed the industrial emissions of unit GDP for the first time. Thirdly, the paper probes into the interaction between the natural resources,environment quality and economic growth by the qualitative research methods. It finds that the industrial structure is single in rich natural resources regions; the secondary industry especially the heavy industry is very large in Shanxi Province. The industrial structure is imbalanced seriously, and it is weak in human capital investment,the ability to attract talent,labor diathesis. So the engine role of human capital for the economy could not show. It also shows the system reform behind,thinking backward and the large proportion of state-owned economy. That makes the economy lack of livingness. Finally the essay uses the H-O theory,industrial gradient transfer theory and the endogenous growth theory, the paper gives the strategy of promoting the economic and environmental development in Shanxi Province.Through the above study, this paper argues that it has an interactive system between natural resources,economic growth and environmental quality. To develope the economy of natural resource regions , it is necessary to base on local natural resources and comprehensive utilization of resources, and continue to explore other resources (such as land resources, tourism resources, human resources) to provide the sustained momentum of economic growth. Through the adjustment of the economic structure and the upgrading of industries, it can control pollution and improve environmental conditions.
