Environmental Resource Protection, The Role Of Non-governmental Organizations

Environment problem is a problem of the whole world. The serious environment polution, such as climate change, ozonosphere damage, acute reduction of biodiversity, acid rain and so on, in one country will affect other coutries and even the whole ecosystem of the earth. Therefore, environment problem is not a problem of one country or region, it is a matter of the whole world. In order to resolve the environment problem and protect the environment and resources, we all human beings should work together hardly.Public participation is the basis of environment protection and the basic requrement of modern democratic society. NGO, one of the important orgnization framework of public participation, is exerting more and more important function in international environment and resources protection, which get compliment of the international society. Rio declaration, Agenda of 21 Century and some other ducuments embody the tendency of enlarging the parties of the international environment law, so as to offer potent legal foundation for NGOs participating in international environment protection. Many countries of the world take public participation as a fundamental of the environment law, so does China.NGOs of china developed late than the developped countries. Comparing to the NGOs of many developped countries, the function of NGOs in China in environment and resources protection is so weak. There are some reasons affect the NGOs exerting the function, such as national ecnomic condition, political conditon, public environment consciousness, environment legal system, environment policies, government system, the attitude to NGOs, self-building of NGOs. So this paper introduces the basic theories of NGOs firstly. Then this paper studies the course, categories, measures of NGOs' paticipant in environment protection, points out the factors affecting NGOs exerting function in environment protection. Finally, by contrasting the NGOs' function of China to the developped countries, this paper advances some measures to promote the development of NGOs and improve the function of NGOs in China based upon the China's situation.
