Pipeline design system based on GIS is based on data of GIS to locate the center line of pipeline in plane and portrait ,and extract pipeline data to make automatically project budget estimate. The design system integrate manage and design function into a syetem, form a environment of human-computer interaction design ,stat and mapping automatically.Core of design system is manage and extract data including DEM, DLG, DOM which is core of GIS ,service for GIS and is foundation of pipeline design. GIS raw data couldn't be applied for pipeline project directly because there are many deference between them .owing to these, in this paper some methods of data process are researched to transform raw GIS data into pipeline design data .Obtaining way and form in DEM data has many kind. But the standard express way of the DEM data is mileage-sectional data form in the oil-gas pipeline design system. So, in order to meet the requirement for oil-gas pipeline, we need to transform initial data of different sources into a unified data form of mileage-section through different methods of data process finally . At the same time, carry on the calculation in subsequent project budget through extracting DEM data. The DLG data are usually managed according to standard size of the map, while, the DLG data in oil-gas pipeline design system are managed according to the area of certain bandwidth range along both sides of centre line, so it is necessary to carry on cutting and splicing of raw data in order to offer regional DLG data which the project requires. Meanwhile, draw DLG data and carry on the space analysis that the pipeline project need. The DOM data are usually managed according to standard size of the image map, while, in the pipeline project, need to output the belt image picture alone the centre line direction of the pipeline. As a result, cutting out and concatenating raw DOM data is essential with the purpose of producing regional DOM data. In order to remove the noise, improve picture quality, the belt image picture need to process smoothly.
