Environmental Valuation - To Yanan City, For Example,

This thesis points out the major significance of the study on environmental value from the background of the environmental value. It is basic work which is urgent to do of the sustainable development. Tracing back to the original meaning of "value", human being should be in harmony with nature. As an organic whole, environmental value embodies the relationship of environmental main body and environmental passenger body. The main body does not indicate only human being but also other creature. Environmental value contains four parts: ①inherent value of natural resources;②the value based on human work;③inherent value of ecological function;④intrinsic value having nothing to do with human being's benefit or utilization. Then environmental value shows obviously eight characteristic: whole use, not determined, time benefit, space difference, diversity, shared(diseconomy),created and negative benefit. After summarizing some kind of constitution of environmental value, the thesis points out the amended value constitution which includes direct use value, indirect use value, potential use value, bequest value and existence value. And it puts forward the valuation model for small-sized regional environment. As a case, the environmental value of Baota district in Yanan city is evaluated by three sorts of method, benefit, cost and market investigation. At first the value of six main ecosystems——forest ecosystem, rangeland ecosystem, agriculture ecosystem, water ecosystem, urban ecosystem and energy resources are evaluated separately. Then the whole regional value is summed up. The result reaches 1,183,222,140 yuan (RMB)in which the value of six main ecosystems separately is :2,730,933,000 yuan；145,802,100 yuan；222,891,900 yuan；34,363,100 yuan；-29,088,200 yuan and 99,149,400 yuan. Because some factors are not determined, this value is only the smallest data of natural capital. We should do more work on this study.
