Steeping is an important malting process. Flat bottom steep, the new generation of steeping equipment, has accustomed to the tendency of large-scale production with high quality. However, its high manufacturing costs squeezed corporate profit margin. Therefore, it is a significant and valuable subject to reduce the manufacturing costs based on the precondition that the quality of malts is guaranteed. This article discussed the application of value engineering(VE) to design optimization and cost management of the flat bottom steep from the customer requirements perspective.First, after the comparison of investment budget with equipment design budge,the team selected the 20 m flat bottom steep of R company as the VE target because of its highest excess budget. In accordance with features of flat bottom steep, the team of experts determined the customer requirements and calculated the weights of requirements through brainstorming and analytic hierarchy process(AHP) respectively. Secondly, based on function definition and function finishing, the team then drew the physical structure map and the function system map of flat bottom steep using the FAST technique. After that, the team transferred the customer requirement weights to the function coefficients of each component. After that, on the basis of the function coefficients, the team calculated the cost system and the value coefficients, and chose four components as the innovation objects by drawing the function-cost analysis of flat bottom steep. Finally, the experts team put forward the innovation plans, which cut down the costs of flat bottom steep successfully through function adjustment and improvement.
