Urban Pollution Reduction Performance Assessment In Siping City

People expect better environment as the rapid processing of urbanization, urging to build ecological city and to execute pollution reduction strategy. It is very important to intensify pollution reduction and improve environment quality, in order to build a much more better resource-conserving and environment-friendly society.In this study, we aim to evaluate the Siping Urban pollution reduction performance evaluation index system, based on a series of professional theories including ecology, sustainable development and cleaner production. Technique data was selected according to the Urban pollution reduction performance evaluation guidelines combined with professional theories, and the index system frame was determined by PSR model. This index system was divided into three levels and contained 39 indexes. First of all, to optimize and select index system by Maximum entropy method. Secondly, all the selected indexes were determined weight by principal component analysis. At last, evaluated the efficiency of pollution reduction of Siping by comprehensive assessment model. Our results showed that the efficiency of pollution reduction of Siping from 2006~2012 are 0.466, 0.326, 0.476, 0.588, 0.676, 0.709, 0.578, indicating remarkable improvement of pollution reduction in Siping. Siping has executed pollution reduction, improved the popularizing rate of centralized heating, increased green area and improved the quality of urban water, acceptability of ambient air quality was increased. Environmental benefits brought by pollution reduction were obvious. Specific performance as follows:(1) From the entire performance value, the efficiency of pollution reduction from 2006~2012 were divided into three phases: downtrend—uptrend—downtrend, the results appeared rising trend overall,that showed the executed pollution reduction, the value increased from 0.466 in 2006 to 0.578 in 2012,with the maximum 0.709 in 2011.(2) From the pressure layer performance value, the efficiency of pollution reduction from 2006~2012 were divided into three phases: downtrend—uptrend—downtrend, the results appeared decreasing trend overall,the results showed that Siping tried to control the indicators emission energetically, the value decreased from 0.392 in 2006 to-0.013 in 2012, with the minimum-0.013 in 2012.(3) From the state layer performance value, the efficiency of pollution reduction from 2006~2012 were divided into three phases:downtrend — uptrend — downtrend,the results appeared rising trend overall,the results showed that Si ping tried to control the pollution emission intensity of the industrial added value ten thousand yuan of heavy pollution industry energetically, the value increased from 0.076 in 2006 to 0.254 in 2012,with the maximum 0.340 in 2010.(4) From the response layer performance value, the efficiency of pollution reduction from 2006~2012 were divided into three phases: uptrend—downtrend—uptrend, the results appeared rising trend overall,the results showed that Siping improved the removal rate of each pollutant energetically, the value increased from-0.001 in 2006 to 0.336 in 2012,with the maximum 0.336 in 2012.(5) Based on the research of Si ping pollution reduction performance evaluation index system, the critical factors were industry sources of ammonia nitrogen emissions, industry sources of ammonia nitrogen oxide emissions, domestic sources of ammonia nitrogen oxide emissions, water environment governance investment as a share of GDP, atmospheric environment governance investment as a share of GDPand the total industrial water during the year 2006~2012, which are important in the future work to reduce.Evaluating the pollution reduction performance of Siping not only could understand the main influence factor, but also could put forward to the management countermeasures of pollution reduction performance to prompt the benign development of the urban pollution reduction and improve the quality of urban environment. Siping should combine their own conditions to take appropriate strategies in the following five aspects :(1) Transform the development mode, optimize the industrial structure:(2) Increase the investment of the environmental protection:(3) Improve the removal rate of ammonia nitrogen:(4) Improve the removal rate of nitrogen oxides:(5) Strengthen the management of sewage, attach importance to water management in agriculture.
