Analysis Public Participation Of EIA In The Urban Railway Traspotation

Public participation (PP) of Environment Impact Assessment (EIA) is an important tool for getting support from the public, which could make people realize and understand the significance of the project and the possible environment problem coming with. The support and understanding acquired from the public could also be beneficial for the project going well. According to the situation of the PP of EIA in the Urban Railway Transportation (URT), there are many problems needing to be solved urgently in the actual work of public participation,by means of literature review and actual project, carried out research work in the PP of EIA in the URT, and achieved the following results:Firstly, by literature consulting and analyzing the current status of PP of EIA in domestic and overseas, this thesis confirms that there are some problem existing in the practice of PP of EIA in the URT:The public lack of environment protection knowledge, time lag of PP, NIMBY issues, the non-environmental questions by the public, the statistical approach of survey result is excessively simple, etc.Secondly, combining with the instance of #6 line project of Shenzhen URT, analyze the main elements which impact the PP processing are the public lack of environment protection knowledge, adjacent sensitive spots of the section of elevated and facilities and the non-environmental questions proposed by the public. At the same time, the following specific suggestions are presented:Hold seminars about the environment impact of URT project, survey residents within the scope of 30m beside the elevated line detail by detail, convene the public who has counterview to forum, etc. The prior-interventional PP of Shuangliu section in #3 line second-stage project of Chengdu Metro is the development and perfection of the PP of URT project in recently years. The local section with great influence of URT project in the future is suggested to the PP intervenes in the route trend and so on, which could allow the public to choose the route they want, and also, make the project more accord the need of daily trip and serve the public better.In the end, according to the steps of EIA in the URT, specific and viable suggestions and methods are proposed, which are mainly divide into policy and the whole implementation process. Take a analytic hierarchy process addition quantitative research for statistical analysis of public comment.This thesis wish to make some kinds of help with the work of the PP of EIA in the URT. The consequence of this thesis is expected to improve the quality and efficiency of EIA in the URT. Moreover, it could help complete and further develop the working of environment protection.
