| Although many cities in China have several severe environmental problems, not all of them, especially mega-cities, are in extremely awful situations. As the "window" and "experimental field" of reform and opening up, Shenzhen has not only created economic miracles but also achieved desirable results in the construction of ecological civilization. In fact, Shenzhen experienced a process of early-stage pollution and later-stage treatment too. So what has made the ’green’ development and the success of ecological civilization construction in Shenzhen today?It is just due to a series of institutional innovation that Shenzhen has worked out a win-win solution for both economic transformation and upgrading and improvement of living environment. Besides, Shenzhen has made further exploration in institutional innovation and gained a wealth of experience. In this way, Shenzhen has not just achieved its economic development, but has preserved and restored its environment. Institutional innovation is essential to comprehensively deepen institutional reform and facilitate the construction of ecological civilization. As the "pioneer" of ecological civilization, Shenzhen is definitely a typical eco-city to represent ecological development. To study the institutions of ecological civilization in Shenzhen is not just to make an analytical summary of Shenzhen’s current ecological civilization, but also to provide some experience for other cities in China to draw on. This paper summarizes the four stages of institutional innovation of ecological civilization in Shenzhen. It summarizes six basic principles of institutional innovation and also provides specific political suggestions on institutional reform of ecological civilization in Shenzhen in the future. |
