Under the background of advocating the idea that green water and green mountains are golden mountains, green transformation and upgrading of manufacturing enterprises is an important measure to promote the comprehensive and coordinated development of our economy and environment. In the process of green transformation and upgrading, manufacturing enterprises are affected by multiple institutional pressures from the government and the market.Green innovation which aimed at saving energy, reducing consumption and reducing pollution has become the primary choice for enterprises to achieve sustainable development and gain competitive advantages. However, under the environment of increasing multiple institutional pressures, the response behavior of manufacturing enterprises is not as positive as expected, but shows the phenomenon of differentiation. Some manufacturing enterprises have become the leaders in environmental protection by adopting advanced environmental management technologies and concepts, developing high-quality green products and implementing green innovation response behaviors, while some manufacturing enterprises have ignored laws and regulations and committed serious pollution violations. Therefore, this paper deeply explores the intermediate mechanism between multiple institutional pressures and green innovation response behavior of enterprises, and explores the causes of heterogeneous response behavior. This paper sorts out green innovation, institutional logic, strategic flexibility and management cognition, deduces the logical relationship between concepts and puts forward a preliminary research framework.By using the two-case study method, this paper attempts to answer the following research questions: how do multiple institutional pressures affect the green innovation response behavior of enterprises? Under the pressure of multiple systems, how do internal resources affect the green and green innovation response of enterprises? Based on the discussion, analysis and research on the institutional logic, resource flexibility and management cognition of the two enterprises at different stages, the following conclusions are drawn: first, the intensity of multiple institutional pressures is proportional to the intensity of green innovation response motivation of manufacturing enterprises. When the consistency between government logic and market logic is high, the relationship between them will be strengthened. When the consistency between government logic and market logic is low and market logic dominates, the relationship between them will be strengthened.Second, the resource flexibility of manufacturing enterprises is directly proportional to the response ability of green innovation. The more flexible the enterprise resources, the stronger its green innovation response ability. The opposite is true.Thirdly, management cognition plays a regulating role in the response process of green innovation, which not only plays a regulating role in the correlation between multiple institutional pressures and green innovation response motivation, but also plays a regulating role in the correlation between the flexibility of enterprise resources and its response ability. This paper not only combines the traditional institutional and resource perspectives, but also introduces the management cognitive perspective, which opens up the intermediate mechanism between the multiple institutional pressures and the green innovation response behavior of enterprises. This not only does not make up the existing research perspective of green innovation response behavior of enterprises, but also integrates and expands the existing research on multiple institutional pressures and green innovation response behavior.
