HSSE management of Royal Dutch Shell Group is one of the leaders in the oil companies in the world. Strong corporate safety culture has been formed during one hundred year development. The author, starting work from the most basic level, with over ten years of working experience in the Shell China, has been learning continuously and applying of Shell safety management concepts and methods. Taking Shell Bitumen business entities in China as the background, the thesis introduces Shell and safety management system, safety culture ladder concept and safety culture assessment tool. By applying to the concepts, methodology, systematic review of thinking acquired at FuDan EMBA, the author has summed up the issues encountered and observed over the years and try using the corporate culture of hierarchy theory to find out the root-cause behind. It explores the inspiration of thinking and practical ways of establishing and lifting up safety culture for multinational companies in the environment culture in China. Meanwhile, The author wish this could be useful for those business leaders, safety managers or HSSE focal points and benefit for most companies.
