Xiangjiang, mother river of Hunan Province, has become the the most polluted watershed in China. Only in 2009, there were two serious heavy meatal contaminations occurring along Xiangjiang river, shocking the whole country.In fact, we can analyze the constitutional reasons and profound mechanisms contributing the current situation. The first is the Pigou Tax, which is always the core of the traditional environmental policy. With the old economic technology, it can hardly achieve the Pareto Optimal Front. What is more, confronted with the problem of GDP-oriented and Fiscal income-oriented, the basic national background makes the sewage charge too far lower than expected, polluters have no enough incentive to become self-controlled, which has confused local environmental governance for a long time.We make our attention to emission trading, a new technology in environmental protection. We'd like to make the environmental policy as a starting point, combing with multi-angle perspectives including public administration, governance, environmental protection, to break the problem of watershed environmental governance, economic growth changes in watershed and put forward their views and recommendations of the Xiangjiang River emissions trading system. Including:(1) Theoretical Analysis on the Emission Trading. Expounding the theory of emission trading, and the development and evolution of trading theory itself.(2) Introduces an overview of the Xiangjiang River, hydrology and governance difficulties. Analyze the constitutional reasons behind it.(3) Introduces aggregate water-pollutant emission trading practices. Summarize the main aspects of foreign experience of Western developed countries, and the domestic practice on the water pollutants.(4) Design Xiangjiang River water-pollution emissions trading system, based on the analysis of the necessity and feasibility. Construct emissions trading system for Xiangjiang river, including internal and external factors.(5) Construct emissions trading system for Xiangjiang River in Hunan Province, including designing objectives, designing principles, emissions trading system, allocation of emission rights, emission trading system design, and regulatory mechanism design, control mechanism design and other supporting policies measures.
