Chemical enterprise safety accident occurance probability is high in chemical storage area, but its damage can be effectively prevent or reduce by safety evaluation. However, since the storage tank district enlarge in the scale, getting complicated in structure, accidents expands into disaster, when only depend on the artificial calculation using the chemical safety evaluation technique the safety evaluation can nolonger meet the requirements of the efficiency, economy and accuracy. Therefore, combined the technology of the computer language(Visual Basic.NET), database(Access), safety evaluation method(Safety check list method, Dow chemistry method, Mond method of ICI company and Risk assessment method), accident consequence injury mathematical model(Steam cloud explosion mode, BLEVE mode and Pool fire mode) and numerical algorithm(Bisection Method) in order to develop an efficient safety assessment software on the district of storage tank, which can meet the demand of automatic evaluation in this field.Through the relevant equations derived mathematical model, the Visual Basic.net programming realization method to solve the complex of points and automatic drawing model model equations graph, using object-oriented three-layer C/S architecture design research, This article develop a safety evaluation auxiliary software of the chemical storage area. Construct the relationship of the material parameters, the database of laws and regulations and software module. Implementation of quick reference, modification and preservation for the information by the software's file manager and legal documents query module. The software have the function modules of safety evaluation method on tank field and accident injury model, each function module is design with succinct interface, which can evaluate and predict the unit risk rapidly and accurately. In addition, the software has a function of automatic identification the unit's major hazard installations for dangerous chemicals, the software has certain popularizing use-value.Using the software to evaluation oil depot and conclusion that the construction project meet the safety requirements, but the oil depot constitute the major hazard, the grade of dangerous source is between three-level and two-level, but also the criticality of the device of crude oil, natural gas, solvent oil and low pressure steam is between highly and lowly dangerous. Through the safety measure compensating, the oil depot's hazard grade can decreased to slighter. Finally, this paper puts forward the corresponding safety measures and requirements.
