The dual problem will be solved easily, if we can reuse the wastewater,achieve the water conservation in the region. So the article proposed that the way of the governance of dianchi lake should transform to ecological approach and should combine the appropriate shunt and rational distribution in the construction of the city of kunming, should make the development of the city of Kunming does not exceed the ecological carrying capacity of the Dianchi Lake, taking the governance of Dianchi Lake and the Planning of kunming city for an example. It based on the Lake Treatment Technology and the course of development of satellite cities.In order to control the pollution,we must put into the inflow rivers and the Dianchi Lakes as a whole, combine endogenous control and exogenous control.The article proposed that the recovery of the dianchi lake should rely on the natural forces mainly and be assisted by human power.We construct triple treatment systems by combining endogenous control and exogenous control. It includes "Wetlands treatment system", "Purple root water hyacinth treatment system" and "Terraced oxidation pond treatment system". We can open up material cycle, energy flow, information transmission channels in the eco-system, and solve the eutrophication and the algae bloom problems in Dianchi Lake by using the forces of nature and ecosystem service functions by wetlands treatment system. We can control endogenous radically by combining with the functions of the purple water hyacinth roots, such as the absorption of nitrogen and phosphorus, the adsorption of the blue-green algae and the killing of the blue-green algae. At the same time, terraced oxidation pond treatment system can treat wastewater and transform wastewater into the irrigation water for agriculture and forestry, the urban water and the fertilizer for agriculture and forestry.The treatment eliminate the foreign-source pollution, while recycling the water resources. All of these treatments make the dianchi lake into a virtuous cycle as a complete eco-system with self-purification ability and ecological service functions by restoring the ecological service function of the Dianchi Lake step by step finally, it also has a huge potential value of ecological services, it can drive the development of Kunming, and achieve the harmony and the unity of the Dianchi Lake pollution control and the development of the city of Kunming.
