Study On Mid-east Interactive Development

Since initiating the reforms and open policy, economic development of China has been speeded up remarkably. Though the state is going to a new historical stage of development, there is a conflict between frequent environmental accidents and regional economic development. Anxiously, Ministry of Environmental Protection, "National Environmental Security Strategy Report" indicates that on the basis of comprehensive consideration of China's social economic, population, resources, environmental and other aspects of subjective and objective factors, environmental quality of China will be in the sensitive period that is also tough time of national environmental security. If we have not more rigorous environmental protection measures and more investments, the overall environmental safety of the pressure will continue to rise, national environmental security will be in a dangerous period.The government adhere to the scientific development concept, proposing "We need not only gold mountain but also green mountain", "The green mountain is the gold mountain", "Ecological Province", have formed the concept of protecting environment and optimizing the management of economic growth. The government use of legal, economic, administrative and other means to prevent and control environmental problems. At the recent government's administrative reform, the position of environmental protection department was promoted once more. Environmental Protection under the leading of the government, the power of social environmental protection has also been encouraged and the participation of public in environmental protection requirements increased as well.However, lack of supervision and restriction mechanism is the prominent issues in the administrative system of environmental protection. The issues is result from the poor supervision of environmental ministry and local government; the legislature and the judiciary on the government's weak supervision; public supervision system for the government was limited. Through the absorption of international experience, building on previous experience of environmental protection administration system, author proposed reform and improve the "Twelfth Five Years " period even longer period of time the basic idea of environmental protection administration system. The idea of author includes enhancing environmental legislation, strengthening the accountability system, improving regional monitoring center, reinforcing the capability of early warning and emergency response, building evaluation system of green GDP.
