The non-commercial forest is to protect and improve human living environment, maintain ecological balance, conservation of biological diversity and to meet the needs of human society ecology and sustainable development as the main function, is forest, trees or woodland which mainly provides the public welfare social product or the service. The forest, whose important role receives more and more attention, is not only the natural resource but also the environment resource, which is realized deeply. Now, in the strengthening ecological civilization constructing and sustainable developing process, the commonweal efficiency of forest is reflected more and more fully, and the construction of public ecological forest has become a very important role for improving ecological environment. The Qinghai province is the birthplace of China's major rivers, whose ecological regime is related to the economic society sustainable development of the plateau and the country's ecological security.With the implementation of the western development strategy, the investment for the western ecological environment from the country is enlarged gradually, the construction of the public welfare forest is faced with a unprecedented development opportunity, "Digital Forestry" and the information-based management of forest develop at full speed, and the utilization of GIS in forest is becoming more and more widespread and in-depth, but some difficulties, encountered in the process, become more and more concrete and specialized, which demands grasping firmly the newest theory and technology of GIS and seizing accurately the current management requirements of the forest, and researching and developing a suitable management system for the concrete business management. At the beginning of 2009, the Qinghai Province carried out the forest resources renewal and supplement investigation of the entire province on the basis of the Forest Resource Inventory in 2004, and as a result, a practical and efficient resource management system of public welfare forest will be finally completed, which is the study basis of the paper.In this paper, beginning with the existing information characteristics and management requirements of the public welfare forest, taking the current forest resources investigation data and a variety of map materials, such as topographic diagram, stock-map and special chart, as a information source, using.NET 2.0 and ArcGIS Engine spatial engine to make a three-tier structure of development, spatial data, attribute data and other data information could be stored and managed by a unitive method. The system, which facilitates the basic forest organization's ability to manage and utilize forest resource information, covers the Forest Resource Inventory, the public welfare forest resources dynamic management, the forest watching and guarding management, the public welfare forest construction management(afforestation design) and the inspection and acceptance of forest, integrates forest resource information collecting, dynamic monitoring and managing, decision support services, with some functions such as digitizing, virtual simulating, optimized decision-making support and visualization performance and so on. This system, which divides functional modules into different transplantable plug-ins to perform different functions, is scalable and compatible in character. Because the system has some distinct features such as friendly interface, entirely localization, simplification of function, fast familiarity, it facilitates highly grass-roots users to learn and use.All in all, the public welfare forest resource management system provides a convenient, fast, accurate, timely and effective management and offers rapid and precise information redounding to gross decision-making, directing, coordinating for administrative organizations, so it achieves the basic requirements of digital forestry and affords further information management support for the QingHai public welfare forest.
