Geographic Information Systems has been widely used by Geo related fields, amongwhich3D Geographic Information System is the most significant trend.3D GIS can give amore realistic view of the nature comparing to the traditional2D GIS, which presents theusers with geographic space by3D models.3D GIS can not only describe the horizontalrelationships of spatial data, but can also express the vertical relationships as well. In addition,it implemented the function of3D spatial analysis of spatial objects. This paper analyses andresearches the current local and international development of3D Geographic InformationSystems, and presents the general design of utilising3D GIS in planning, constructionmanagement, daily applicant, and underground pipeline net management. And also gives thedetail discussion about the ideas, technical road map, and principles for building the platformand the standard system building, general framework&platform security, and data updating.This paper systematically introduces the construction of database of the platform, whichincludes database components, fundamental database requirements, database storing, anddatabase design. This paper designs a series of systems of3D GIS utilization based on thefeatures of current urban planning, constructing, and management, which includes3D scenerybuilding platform, supplementary planning examination decision sub-system, pipelineanalysing sub-system,3D digital urban management sub-system,3D pipeline publishingsub-system, and data management sub-system, and focus on the effectiveness of3D GIS incity constructing and management. In the end, analysis and confirms the feasibility andpracticability of this pattern through the developing and running of3D GIS platform, whichrealized the three dimensional information management of urban constructing.This platformhas been in Qunli District in Harbin city planning, construction, management in the practicalapplication, the various functional departments work played a good role in promoting.
