Currently, quite a few students of colleges and universities in China lack subjectivity. They regard the learning in the university as a simple follow-up of middle school. They depend on teachers all the same, accustom themselves to accept knowledge passively, have no consciousness to attain knowledge on their own, don't specialize in thinking, lack the consciousness to put forward questions, don't pay attention to the learning of science methods. Or in other words, they are unable to learn. Physics is a theoretical and applying speciality which has rigorous logicality and needs practice. The cultivation goal of physics speciality is not only to teach students professional knowledge, but also to teach them the learning to learn. Unfortunately, the present situation is obviously opposite to the cultivation goal. To change the backward situation of schooling, it is necessary to develop new instructional models. Problem teaching is regarded as an effective model. The model requires teachers to create the teaching context that focuses on some problems, which are designed carefully. During teaching and learning process, the teacher intrigues students'cognitive conflict by setting up problem situation, the students think actively and put forward questions by themselves, finally, each student constructs his knowledge structure by himself and enhances his learning ability. This thesis aims at problem design which is the core of problem teaching and regards low-grade students of physics speciality as research object, explores how to urge students to grasp the ability of learning both in theory and in practice.Part I: academic research on problem design in problem teaching. This part interprets the methodology foundations from system theory, controlling theory, information theory and psychology, interprets the theory foundations of problem teaching from the theory of problem design, problem solving and constructivism, further more, puts forward idiographic tactics of problem design aiming at different types of teaching and learning.
