As an important component of biodiversity, rare and endangered plants species have high scientific and economic value. In Jiangsu Province,however, biological treasure has been threatened by human activities for centuries. Drastic population and economy growth in recent years has led to more developments in the countryside, which has destroyed natural habitats and brought more severe pollution problems. Many wild plant species have been over-exploited for their habitats, some of which are now close to extinction. So strengthen the protection and study of these species has become even more urgent than any other time in history. Now biodiversity information system has become a major part of biodiversity conservation science. Here, In order to increase people's understanding of the current status of rare and endangered plants in this province and lay a foundation to devise conservation strategies for the organization concerned, the JSEPMIS was built up. Firstly, According to the investigation and authoritative publications, all the rare and endangered plants species in Jiangsu province were collected, including their modality, community characteristic, companion species, conservation value, protection measures, living picture, specimen picture and their distributing maps. All of these were stored in the database. The floristic composition and the geographical distributing features of the rare and endangered plants in Jiangsu province are analyzed in the system. In addition, endangering mechanism and conservation methods have been reviewed. Secondly, The design and application of this information system is expounded in detail. Some developing tools are used, such as Microsoft Visual Studio .NET, Dreamweaver MX, and Microsoft Access was selected as its DBMS. The system has two main functions. One is information searching, users can get the result by using different searching ways, also they can communicate via BBS; The other function is database administering. When passing security test, administrators can add, delete or modify the information in the database. Besides, a dynamic testing web page including quantitive and qualitative index was set up to access the degrees of plants being endangered and the sequences of preferential protection. When published on Internet, It will help to raise the general public's consciousness of biodiversity conservation and support the decision-making on conservation and utilization. Furthermore, it may strengthen the popularization and education of protecting the rare and endangered plants species.
