Electric Grid is one of the important components in the power systems, so the automation level of managements in the electric grid will determine the automation level of the whole power systems. With the improvements of the managements of the electric grid and the developments of the technique, the gap between what the old electric grid management systems can do and what they are supposed to do is becoming larger and larger. So how to solve this problem is the key to improve the automation level of power systems.The author of this thesis made the research in this domain, and proposed the new electric grid management system based on a 3D geographic information system. The system covers 3D GIS, virtual reality, and visualization in scientific computing. With the combination of the electric grid information and the 3D geographic information, this system can provide the real image of the electric grid and the environment around it. Using this system we can get all-round analysis results and obtain comprehensive information. The user can operate this system easily and the working efficiency can be improved obviously.This system is a kind of Management Information System essentially, so the author started with the data management and emphasized on data classifying and data processing. "Levels of detail" was used in processing the spatial data and "Object Oriented Design" was used to integrate the system data. Then the author discussed the general functions of information management systems in the electric grid and abstracted the common elements from them, then proposed the software architecture of the system.At last, the author gave an example to exhibit the process of software development and the usage of the system. In addition, the author introduced some problems in the system and some directions of deep research.
