The research designs and develops remote monitoring data transmission system by using PSTN in hardware and Geographic Information System based Urban Air Environment Prediction System in software with the air environment administration of Yan'an City as the background. As the rounded environment monitoring and simulating integrated information system, the system uses the air environment monitoring data of Yan抋n City as the foundation and the environmental function zones as the analogue objects. It focuses on the research of modeling, computing, simulating and integrating of environment database, pollution source identification, quality assessment and air pollution diffusing pattern prediction.The System uses Object-oriented designing method as the developing method and processes environment model library, method library and image library as objects. It introduces the desk Geographic Information System-Mapinfo platform to change the traditional data memory and expressing mode of environment information system, entitling the space geographic character to environment problems solving and simulating. Moreover, the computing ability of this system is improved by using DDE method to call scientific computing software-Matlab. As to the model method, system: 1) presents the improvement of one air quality assessment method. The improving method applies Fuzzy Mathematics to Shanghai Exponential Method and puts forward the Fuzzy Shanghai Exponential Method Which introduces the semi-trapezoidal membership function and the multiple slope membership function to the evaluation function. The practical evaluation result indicates that Fuzzy Shanghai Exponential Method is appropriate and credible. 2) applies the Fuzzy Reverse Deducing Method to effectively identify the air pollution sources, using the computing results of factorial analysis method and introducing the membership function to identifying function of Air pollution source.The project has already been put into use in Yan'an City and kept in good working order. It acquires obvious economic and social effects.At present, this project has been passed the authentication of National Environmental Protection Agency.
