Gradually people are not willing to pay the cost of protection of water resources; this kind of phenomenon damage in upstream protector of enthusiasm, the result was alack of water supply and watershed ecological environment gradually deteriorated.To solve the contradiction, the core of the plan is to conduct ecological compensation of river basin water resources, the government, watershed downstream or river water resources of the destroyer give person or water ecological environment protection or builders certain economic compensation of river basin water resources, as a function of ecological environment protection and the compensation and recovery. Such already can balance the benefit relationship between the upstream and downstream, and can improve people to protect the river water resources and ecological environment construction activity and safeguard the healthy development of the national economy.China has carried out in each basin eco-compensation trial work, made some progress, but from the current situation of ecological compensation of river basin water resources, there are still many problems.
