The solving of Inner Mongolia peasants' living consumption problems is not only in relation to the steady growth of Inner Mongolia's economic development, but also to the interests of Inner Mongolia peasants. Inner Mongolia peasants' living consumption is analyzed concretely from two aspects of the consumption structure and consumption level. According to the three modes of consumption level, Inner Mongolia peasants' living consumption level is evaluated, firstly, and the Inner Mongolia peasants'consumption level belongs to mild lag type. According to Marx's view of moderate consumption measures should be taken to make the consumption level of Inner Mongolia peasants to converse to synchronous type. Secondly, Inner Mongolia peasants'consumption state is compared to urban residents', and finding that Inner Mongolia peasants' living consumption level is not high, especially the consumption structure needs further optimization. Lastly, peasants' living consumption level and consumption structure are empirically analyzed by Grey Theory to explore new consumption hot spot. Inner Mongolia peasants' living consumption is with food, clothing, shelter, traffic and use mainly. And these belong to the survival level by Engels's dividing. Inner Mongolia peasants'life still belongs to the basic life. Then influences of Inner Mongolia farmers' living consumption are analyzed, and income is the main factor. According to the liquidity constraints hypothesis, the imperfect of Inner Mongolia rural consumer credit system and social security system restricts the rural consumption. According to preventive savings hypothesis, the imperfect of social security system can't eliminate uncertainty factors, so that farmers are afraid of consumption. In addition, the bad rural consuming environment and the bad market order also influence peasants'living consumption to some extent. Countermeasures and suggestions of improving peasants' living consumption level and optimizing the consumption structure are proposed lastly, such as increasing the peasants' income, the development of rural consumer credit, establishing a rural social security system, improving the rural consuming environment and market order, etc.
