With the advent of the era of knowledge economy and global market competition intensifying, more and more domestic and foreign enterprises recognize that human resources are the core competitiveness of enterprises and the key competitive advantage. How to improve the various functions of enterprise human resources management system, effective performance management is the key component. Well-functioning performance management system can promote the realization of business goals and create high-performance of employees, also can provide support to sustainable development of enterprise. It is essential for enhancing the competitiveness of enterprises to design a set of scientific, consistent with the actual situation and China's national condition performance management system. So it is even more practical significance to economic reform of state-owned military enterprises.This paper studies AC Research Center, which is a subsidiary of China Aerospace Science and Technology Corporation. The Center has completed of production and manufacturing, testing laboratory capacities. So establishing scientific and standardized performance management system plays a key role in promoting the center of scientific and productivity research.This paper not only analyzes performance management of AC Research Center system, but also summaries China and foreign performance management of the existing theoretical. This paper uses KPI to analysis performance management system of AC Research Center, and points out the problems and inadequacies, then performances ideas and principles, in order to establish a KPI performance appraisal programs. Finally, the new performance management program implementation of AC Research Center is summarized, pointing out advantages and disadvantages of the program, and proposing the recommendations and countermeasures. This study has a certain referential significance in exploring performance management issues for own enterprise and other similar ones.
