On The Study Of The 606 Institute's Planning Of The Management System Construction is a specially constituted action plan of one project management and is designed according to the claims made by the Ninth Institute Party Congress in 2008 and the Institute Work Conference and the Staff Conference in 2009.The 606 Institute is a large and medium-sized aircraft engines and gas turbines R & D center in China. The industry involved is concerned with national security, economic construction and the scientific development. The production manufactured possesses very high political value, military and economic valueIn the recent 50 years since the Institute was established, more than 10 models of aviation engines have been designed and developed. It has experienced a process from mapping and copy, to betterment and remodeling, to independent R&D. The Institute's technological strength, R&D experience, material support, talented person reserve and the environmental construction have made the considerable progress. But compared with the western air powers, it still exists difference. Aero-engine development is still the constrained"bottleneck"of China's aviation industry.As a member of the Aviation Industry Corporation of China, the 606 Institute firmly implements the AVIC"Two Integration, Three Innovation, Five modification, One Trillion"development strategy (the philosophy of"commitment and integrity, innovative and preeminent", and exerts itself to realize core competitiveness's transfer and upgrade from the old"trinity"– funds, management and technology to the new"trinity"- branding, business model, and integrated network. AVIC takes great effort to promote"Market-oriented reform, center-of-excellence-based integration, capital operation, globalization-based development, and industrial-scale-based growth"and challenge the revenue target of one trillion by the end of 2017.) and establishes the development concepts of"stressing the main business, promoting the ability, expanding areas of service, developing harmoniously". It sets the long-range objective as constructing a modernized harmonious institute of"first-class research team, first-class output service, first-class research means, first-class management level, and first-class working and living environment".The industrial characteristics, the task it is faced with, the history and current situation, the circumstance within and without all presses for new management and system innovation. During the implementation process of new management strategy, the key point is the systematic perfection and effective execution, which decides success or failure. It is a significant and urgent task to create a matching management system which is also compatible with the institutional strategic goals.The Institute has all along paid special attention to the management system construction and initially established a relatively complete rules and regulations. The past two large-scale clean-up and improving work has been launched and has laid a good foundation for the institution development. But some prominent problems still exist in the system construction work which refers to: a complete system has not yet been built; some mechanism problems incompatible with the system have not been solved; the combination of System innovation and management innovation is not close; more attention to the establishment but less attention to the execution of the system; the lack of an effective system of long-term mechanism system. Some practice of the enterprises and institutions within and outside the industry has brought some beneficial thoughts to the 606 Institute's management system construction.The Institute establishes its overall management system construction objectives---complete system, optimizing mechanism, human basic, harmonious and efficient. And it sets the main task as"constructing a complete and efficient management mechanism which supports the Institute long-range objectives, development strategies and cultural ideas; establishing a management system full of vigor and vitality and a long-term, operating mechanism". The target units are selected mainly based on one principle: As a member of the group, it must accord with the headquarters and engine subsidiaries management construction requirements; it must accord with the institute's principles, long-term objectives and necessities of the developing strategy; it must accord with the requirements of the institute's manpower, financial and material resources, army and civil products developing management mechanism.The 606 management system construction project advances that we should derive the advantages of the 2 projects, and move forward at the same steps with the superior offices. At the same time it also should coincide with the institute's practical situation after compared with the project designed by the engine headquarters.The core assignments of the mechanism construction are to produce a set of management system supporting the long-term objectives, developing strategy and cultural concepts of both the group headquarters and the Institute; to construct vivid and energetic operating mechanism. A tree structure of the management system is set up and the systematic files are divided into 3 levels of System Manual, Basic System, and System Regulations. The top level System Manual states the general requirements, systematic elements, general frame, revising principles, organizations and the administration responsibilities of the systematic construction. Basic System of the second level is mainly concerned with the Institute level, with the work management system playing an important role in the institute research and production operation, including the following ten categories: administration, scientific research, quality, operating, human resources, finance, running support, monitoring, party construction, alliance and association. System Regulations of the third level are the further Elaboration of the basic management principles by the primary units.The management system files programming should be based on the humanized analysis and embodies the construction principles of human basic, structuring design is adopted and be compiled with classification method. Focus on the standardization of operations and ensure the uniform regulation of the management system. A long-term strategy of management system construction is developed through a series of effective methods including administrative guarantee, simple and clear systematic plan, under controlled systematic files and system construction evaluation.At the same time the guarantee qualifications are fully reconsidered and carefully designed. The scientific, rationality, validity and feasibility of the project can satisfy the requirements of the management system construction.The implementation of the project can be designed as 3 stages of startup and execution, fully putting forward and evaluation and perfection. To ensure the fully application of the project, the Institute implements security measures in the four areas of organization, personnel, mechanism and funding.On The Study Of The 606 Institute's Planning Of The Management System Construction surely will play a very important role in promoting the Institute's strategy accomplishment, advancing the standardization of the daily administration, boosting the teamwork consciousness and enhancing the brand image of the Institute.
