An Empirical Research Of Price Hearing

On May 1,1998,the implementation of the price law of the People's Republic of China, which is the first showing about the system of the price hearing system in the law. Then, on August 1,2001,the interim measures of government price decisions issued by the state development planning commission indicated the beginning of implementation of the price hearing system. The price hearing system means that government price departments hosted meetings and asked the related social department to demonstrate its necessity, feasibility and scientificity when the government formulated or adjusted utility prices, public welfare services prices and natural monopoly commodities prices related the vital interests of the masses. The price hearing system is the important way that consumer directly involved in pricing.As the main form to influence government price decision-making, the price hearings achieved commendable achievements in development and perfection during several decades.For example,the price hearings established a good social image for the government, improved rationality and scientificity on government administrative behavior which provided important foundation for forming reasonable price, deepened understanding and supporting among the government, business operators and consumers, promoted the monopoly enterprise and the department in charge of prices to change the old concept of pricing and set up the new concept facing the market and society. The price of the hearing system represented price hearings in real life. Until now, the price departments in the whole country has held thousands times price hearings and caused great social influence. As a new thing in China, however, it still had some defects and shortcomings in the concrete implementation and system design and it can become more and more development and perfection.This paper mainly introduces the background and implementation situation of price hearings in our country, based on this November 2008 Zhengzhou gas prices of hearing, analyses current price in hearing appeared in the process of malpractice and the reasons.And on the basis of the specific conditions in China, both domestic and foreign experiences and achievements developed and perfected our price hearings in order to construct and perfect the hearing system.
