The Analysis And Perfection Of The Price Hearing System Of China

Hearing system was introduced to the field of government decision-making of price in the end of 1990's in China. This provided a flat roof for the public to participate into the administrative decision-making procedure and made the government decision-making of price more scientific. However, price hearing system exposes more of its deficiency too, when it is running. Analyzing stipulations of current price hearing system and the practice of it, this paper finds out those deficiencies: inequality information of price hearing, unreasonable launching procedure of price hearing, Moderator of price hearing lack of neutrality and professionalism, uncertain effectiveness of hearing motes and lack of the necessary price relief to the hearing instruments. To create a truly reflect of the price hearing and to achieve its true function of the hearing system, we need to continue to strengthen the public hearings pricing theory, but also in practice continue to explore, innovate and improve.This article focus on building and perfecting our price hearing system design, application of theoretical research and empirical analysis of a combination of methods, from the bargaining game theory analysis of the source of trouble: The price hearing is actually hearing by the operator of the first offer, a reincarnation of a process of bargaining game;Consumer is difficult to organize itself, it is difficult to form a representative of the organization to conduct business with the bargaining game; Consumers in the course of the game of pay lower patience than the operator and more cost than operator; inequality information of price hearing, so that Consumer at a disadvantage in the prices hearing game.On the basis of the above analysis, the paper provides suggestions to improve price hearing system in China as follows: Strengthen and improve the price hearing system.
