With the advancement of reforming and opening, China has made a tremendous achievement on economic construction. The living standard of people has been improving remarkably. For a long time, optimization of the industrial structure aiming at economic growth enables the resources flowing from the low productivity to high productivity industries. However, at the same time of rapid growth in economy, the problems of energy exhaustion and environmental pollution have been becoming increasingly severe, so energy-saving and emission-reduction became an important content in China's"11th Five-Year"plan. Thus, under the constraints of energy-saving and emission-reduction, study up on regional industrial structure optimization has important theoretical and practical significance.According to the industry classification method proposed by John Bates Clark, this paper expounds the characteristics about optimization of industrial structure, compares the rationalization progress in developed countries and China, and explores the inherent laws in industrial structure optimization. Then, combining the practical situation in Huangdao, the paper analyzes its industrial structure status quo, indicates that Huangdao is in the period of heavy industry development.A single objective industrial structure optimization model is established. In the model, economic growth is set to be the objective function, energy-saving and emission-reduction goal, production capacity and quantity of social demand in each industry are set to be the constraints. Applied the model to Huangdao, the results show the effects of industrial structure optimization with technology and price remaining unchanged.On the basis of the signal industrial structure optimization model, a multi-objective model is established. Economic growth and employment growth are set to be the objective functions. Then, the model is computed by combining the practical data of Huangdao.Based on the historical data of Huangdao, various kinds of coefficients that associated with industrial structure such as energy consumption per unit GDP and water consumption per unit GDP are predicted by using gray prediction method. Then, according to the production value growing feature of each industry, different prediction methods are used such as linear prediction and logistic curve to predict the production capacity and quantity of social demand in each industry. On the basis of the established multi-objective model, the paper computes whether energy-saving and emission-reduction goal can be completed via industrial structure optimization.
