In recent years,with the development of fishing technology, coastal fishery resources have being reducing sharp in China. After the signature and entry into force of the"China-Japan Fisheries Agreement","China and the ROK Fisheries Agreement"and"Sino-Vietnamese fishery agreement the northern Gulf"in succession, coastal fishery fields have been decreasing on a lame scale than ever and lame quantities of fishing boats have to be withdrawn from traditional fields, which encounter marine fishing an unprecedented rigorous challenge in China. In order to solve the fisheries, fisheries and fishing issues, the Ministry of Agriculture made a policy of transferring fishermen in 2002, striving to reduce 30,000 fishing boats and realize 300,000 fishermen transfer within about 5 years.Policy implementation in recent years, countries have put a lot of cost, whether the effects of their policies to achieve the desired goal becoming the focus of attention. The study is focused on Fishermen dual-transform Policy, Using the theory of Public Policy, Building Performance Evaluation System, evaluation model, Conducts the empirical study to the policy achievements.The first chapter is the introduction of the paper. The paper discusses the performance of Fishermen dual-transform policy research background, theory and practice. Subsequently, proposing framework of this study, research methodology and innovation 0n the basis of reviewing of domestic and foreign policies of the Fishermen dual-transform performance Evaluation Research.The second chapter is the rationale part. Through public policy theory, definition of the Fishermen dual-transform policy performance evaluation related to the basic connotation of the concept, characteristics, and research on policy evaluation model based on the construction Fishermen dual-transform policy of the logical structure of performance evaluation.The third chapter is the assessment method. And a system framework was finally constructed, each index Weights were determined.Chapter V is Empirical Study. The fishermen dual-transform project in Zhanjiang district was chosen as a research project. The evaluation index system was applied in the performance evaluation. Evaluation results show that the job transfer policy because the system deletion, basic no significant effect, the policy largely failed.Chapter VI is the conclusions and recommendations.
