Since1994our country established three policy banks, as they play an importantrole in supporting national key construction and agricultural, promoting the foreign trade,the demand for the performance evaluation of policy banks is increasingly high. In orderto satisfy the government’s social and economic policy intentions and act as a tool ondeveloping, regulating, managing the macro-economy, it is necessary to build a scientific,integrated and practical performance evaluation system. It can implement the effectivesupervision and management, strengthen the internal accounting and promote theharmonious development on social and economic benefit.This paper inquires into the construction of performance evaluation index system onpolicy banks from the performance evaluation perspective. On the basis of the policybank’s particularity research, we pick up the balanced scorecard, as the tool of theperformance evaluation under the current national situations. This article aims atdesigning a set of performance evaluation index system which will be targeted, rationaland maneuverable. And this paper contains four parts apart from the foreword.The first par introduces the principles in general. Firstly, we make the comparativestudy of the business objectives, principles, scope and object between policy bank andcommercial bank, in order to highlight the particularity of the performance evaluation ofthe policy banks. Secondly, we also introduce the design principles, the status andproblems of our performance evaluation and the balanced scorecard. All of them can bethe theoretical basis for the ensuing discussion.The second part is the key section of this paper. We transform the strategicobjectives of the policy bank into five aspects of series of specific objectives. There arepolicy realization, financial, customer, internal processes, learning and developing. Basedon the specific objectives, we pick up and interpret several indexes. Finally, we also set abrief introduction about the index weights. And then, a set of financial and non-financial,qualitative and quantitative performance evaluation index system could be constructed.The third part mainly discusses the safeguard mechanism of the performanceevaluation system. Discussion of the safeguard mechanism of the legislation andsupervision improves the performance evaluation index system on policy banks. It makesthe whole system has a special legal norms, scientific and rational assessment tools, specialized supervision and management departments and professional executives.The forth part, as the final section of this paper, has summarized and set somerelative advice based on the three parts above.
