Rural Disaster Prevention And Mitigation Capacity Assessment And Game Analysis Of Government Funding System

The frequency of rural disasters made the construction of rural disaster prevention and mitigation capacity a reality. Active government funding system is the economic basis of rural disaster prevention and mitigation capacity construction, is the prerequisite of rural infrastructure construction and agricultural disaster-reduction technology development.First, this paper constructed the rural disaster prevention and mitigation capacity assessment index system on the basis of the theories of disasters, disasters economics and the definition and characteristics of rural disasters,?and then made an empirical analysis on the basis of the data of 20 provinces with more than 50% of the rural population, obtained the sorting of these areas on rural disaster prevention and mitigation capacity, and divided them by rural disaster prevention and mitigation into 3 classes;Second, it analyzed the existing problems in the construction of rural disaster prevention and mitigation capacity, the importance of active government funding system and the problems of current government funding structure.Third, by constructing the tripartite evolutionary game model of the central government and local governments, the paper discussed the strategies of each part and the final game balance, finally made a research on the incentive mechanism of each of them.
