Socio-economic development of urbanization is an integral part in, both as the main support for economic growth, but also to solve a series of major challenges facing urban development, the common way. Whether the international metropolitan city in the top of the country, or so many central cities of districts, or so many small cities and towns, had emerged rapid development in the past two decades, the population trend of rapid increase in machinery, the city itself has a function of the increasing regional economic activity continued to be active, spatial structure are being adjusted in the constant improvement of the external appearance of the city occurred dramatic changes. With the rapid development of the city brought a series of problems and resolve contradictions in employment, adjusting the industrial structure, promote industrial upgrading, adjusting the balance between supply and demand of resources, improve urban infrastructure construction, improve the regional competitiveness and sustainable development, and many other point to major problems of urbanization.In our study the process of urbanization, economic and political geography scholars tried to, social and cultural interpretation of a variety of different points of view of urbanization in China, and raised the policy recommendations to promote the level of urbanization. But under the current literature on urbanization in China, most concentrated on the analysis the relationship between the road and the mode of urbanization and urbanization with industrialization, non-agricultural based. While the difference level of urbanization between the provinces was less.Shandong and Guangdong provinces have the advantage of excellent ports and foreign trade, development of a long history of good industrial and agricultural production are the basis for a more prominent regional position. Densely populated and economically developed Pearl River Delta, Shandong Peninsula has developed into the urban group, whose common feature is the high level of non-agricultural, transport and communication facilities and better foundation.Urban development, relatively speaking provinces, coastal cities than in inland cities developed rapidly, in view of its historical development, economic development, and regional conditions have great relationship. The level of urbanization of population is second only to Guangdong Province, Shandong Province ranks second, but the level of development for the modern city and there is still a certain gap with Guangdong Province. Urbanization through the provinces of the city compared to the level of provinces and cities in the difference factors, to identify similarities and differences, to expand, learn from successful experiences, to develop the appropriate development of measures to raise the level of urbanization in Shandong Province, and for promoting regional economic development.
