A Study On The Institutional Innovation In The Regional Cooperation Between Hong Kong Macao And Guangdong

Hong Kong, Macao and Guangdong Province, geographically adjacent to one another, are three areas where the Chinese opening-up and reforming policy is first implemented and"special"cooperation are carried out under the policy of"One Country, Two Systems". The cooperation among the previous three areas has produced remarkable achievements which attracted the attention of the world and become a model of success in terms of regional cooperation. After 30 years of development, the cooperation among Hong Kong, Macao and Guangdong Province is currently facing significant historic transition from market integration to system integration. The in-depth study of the regional cooperative mode under the mere and unique policy of"One Country, Two Systems", especially the analysis of the influence of innovative factors in the systems on the cooperation, will undoubtedly have inspiring and guiding implications for the theoretical development of regional development and the innovation in regional cooperative practice in the areas with Chinese characteristics; meanwhile, as an important component of the successful practice of policy of"One Country, Two Systems", the deepening exploration in the cooperation among Hong Kong, Macao and Guangdong Province and the relationship between"One Country"and"Two Systems"has great significance in enriching the theory and practice of the policy of"One Country, Two Systems"in a new era, overcoming the system obstacles in the process of deepening cooperation and promoting the sustainable development of Hong Kong, Macao and Guangdong Province.This article sorts out systematically the theory in regional cooperation and the theory in system innovation and integrates them by exploiting the Marxist political economics to compound the intrinsic relationship between and the theoretic foundations of regional cooperation and system innovation, analyze the generality and uniqueness of the cooperation among Hong Kong, Macao and Guangdong Province and point out the essence and implication and the development tendency of the cooperation. This article also, from the perspective of institutional school, sorts out the process of the cooperation among Hong Kong, Macao and Guangdong Province on the basis of the systems, analyzes the historic experience, current situation and problems in regional cooperation, borrows the experience both the domestic and international regional cooperation and focuses on the current difficulty of"One Country"rather than"Two Systems"to create new path for overcoming the system obstacles in the process of deepening cooperation and brings forward practical and feasible suggestion for policy making.
