| Rural brokers are the inevitable result of the development of market economy, also important market intermediaries for circulation of primary products. The absent of them are of great significance for activing the rural market, flourishing the rural economy, promoting the consruction of new socialist countryside and the market economy and co-ordinatiing developments between urban and rural. Therefore, the government attache great importance to the development of rural brokers. Chongqing Municipal People's Government issued that"the views on fostering and developing rural brokers of Chongqing Municipal People's Government"on Apr.22,2007, we must fully recognize the importance of fostering rural brokers, and which had made a guiding requirement on the guiding principle, overall objective, major tasks and support policies of rural brokers.However, by our practice research, finding that the government havn't done enough in the development of rural brokers, on propagandas of policies and regulations and on the management to them. So, it is deserved to research how to play the government's role in the development of rural brokers. In this study, we had taken the sample investigation of rural brokers, refered to the theory of"economic man"hypothesis, trust-agent theroy, government role theory, theory of intermediary organization failure and incentive theory, used qualitative and quantitative analysis method, have made an empirical analysis to the government behavior in the development of rural brokers.The study suggests that, in recent years, the development of rural brokers in area of Chongqing has achieved great success, but the government behavior in the development of them have also some disadvantages, such as the shortage of the construction of external environment, insufficient investment, inadequate policy supporting and inadequate management on rural brokers.Therefore, this study puts forward the countermeasures to optimize government behavior so as to promote better development of rural brokers: firstly, strengthening the external soft environment in order to create favorable conditions for them; secondly, increasing the government's financial investment to provide strong protections; thirdly, strengthen the government's policy support, including training policy, credit policy and tax policy; finally, reinforcing the management on them of the government, not only establishing the hierarchy of rural brokers, but also paying attention to standardize their behaviors and strengthen the regulation of the offense. |
