| China's social security system has been the course of development for decades, but look at the present stage of our social security system of the whole system, it is not difficult to discover the existence of a very critical issue, namely, urban-rural division of China's social security system problem . With the growing economic and social development, urban and rural social security system, separate models have become increasingly unsuited to a market economy on the demand for a unified social security system. The resulting range of issues raised have been fully revealed, such as the widening gap between urban and rural areas, rural issues, social stability and so on. Elimination of social security status of urban-rural split, co-ordinating the development of the rural and urban, is imminent. To this end, the CPC Central Committee, State Council have attached great importance to the work of urban and rural social security, improve the livelihood of the people as a priority task. In 2007, by the State Council, National Development and Reform Commission officially approved the National Urban and Rural Areas in Chongqing comprehensive reform pilot area. This overall problem with urban and rural areas of Chongqing solve important policy support. In this backdrop, this paper social security, political science, sociology and institutional economics as the theoretical basis to the party's 17 major improvement in the spirit of the people's livelihood as the guiding ideology, to Chongqing, "municipality Urban and Rural Development" as research background, and to coordinate urban and rural medical insurance system in Chongqing research objectives, a comprehensive grasp of Chongqing urban-rural dual structure, prominent and large cities, large rural city of coexistence of special circumstances, based on detailed analysis of the Chongqing differences between urban and rural medical insurance system, which proves that the overall urban and rural health insurance in Chongqing constraints and feasibility conditions, which make construction of Chongqing urban and rural medical insurance system and the countermeasures the basic framework, trying to solve the urban and rural development in Chongqing to provide theoretical and policy issues for reference.Full-text is divided into eight chapters, the basic framework is as follows:Chapter 1: Introduction, introduces the research background, purpose and significance of research approaches.Chapter 2: Literature Review and define the relevant concepts, the paper studies the theoretical basis.
