Operation modeling innovation is an important and effective means which have been proven by many international telecom operators on highly efficient operation of the organization, business growth in profitability and customer satisfaction improvement. The proposal of this concept and its implementation on the enterprise has not only reflected in the operational design, channel construction, market development, network evolution, corporate mergers, information systems planning and other fields, but also impact profoundly on such areas as corporate decision-making, vision setting, organizational structure, business model selection, market positioning and value chain.In the completion of the assets reorganization and 3G licenses launch, domestic telecommunications operators begin to have large-scale system construction. It is the priority for these carriers who seek long-term stable development that how to seize the rare opportunity under the background of the market homogeneity challenge and aggressive price competition.Through empirical research, the article explores and compares the operator's operation modeling innovation based on analysis of equipment manufacturers and IT application providers in Europe, North America, Japan and South Korea, drawing on a large number of professional reports from advisory bodies and industry data released from the authorities, by use of modern marketing and knowledge innovation theory, with a wide range of survey and forecast results.First the author reviews the development history of the innovation theory and analyses the telecommunications industry environment using PEST model. Through case studies of foreign operators, the article then sums up the profound impact on the telecommunications industry from 3G services. Next it analyses the long tail effect and customer service in Matthew triggered by personalized 3G business, while the business model of innovative practices in the related enterprises is summarized and described. Finally 3G business trends are predicted by use of the SWOT strategic method combined with innovation diffusion model.
