"San Nong" issue has been the focus of the party and state problems for a long period of time, it is not only a bearing on the stability of agriculture and rural economic development, but also related to the peasants'quality of life, to the country's stability and social progress. As the research of the "San Nong" issue deepen among the theorists, many scholars and experts deem land transfer as an important breakthrough point to the "San Nong" issues, and the theoretical study of the land transfer system has increasingly become the focus of scholars.Is it possible for land transfer to become an essential breakthrough for agricultural production and rural reform, and bring about a smooth development in the market? Is the land transferring an opportunity for farmers or a challenge? Can the farmers benefit from the land transfer? Whether the land transfer will bring about the phenomenon of large-scale acquisition of land, so that the farmers will lose their last security barrier of livelihood? What is the direction of development of land transfer and the future of that? These issues are objectively placed in front of us; and we need to make the correct answer. Therefore, the in-depth study of land transfer has its significance both theoretically and practically.In this context, this article begins with the study of foreign experience in land transfer, makes a comparative study of Chinese and foreign land circulation system in several sectors, hoping to draw inspiration and good advice in order to improve China's land circulation system and ensure its smooth development. Specific study as follows:First, make a brief description of the significance of the domestic research, research ideas, articles, innovations and shortcomings.Second, discuss the circulation of foreign land ownership system, respectively, from land ownership, ownership of power and the perspective of foreign ownership restrictions on land transfer for a comparative study.Third, the discussion in the foreign trade system of land transfer, according to the different forms of land transactions were on foreign soil to trade for a comparative study. Fourth, the discussion in the interests of the foreign balance of the land transfer system, mainly the theory of game theory, on the land transfer process to analyze the distribution of benefits, and then balance the interests of foreign countries to keep the system were compared.Fifth, focus on how the system of land ownership, land transactions system and balance the interests of the three aspects of the Improvement of the land transfer system.
