With the development of more than ten years in business status and scale, HB Corporation, which had several people and only 1 million RMB production annually at the beginning, now has developed into an influencing Engineering Consultant Enterprise in the industry with more than 300 staffs and over 50 million RMB annual production. In 2007, HB Company changed from State-owned Enterprise to Privately Operated Stockholding enterprise.On the other hand, HB Corporation is facing severe market competition and profit shrinking. Obviously, its extensive mode of performance management cannot meet with the development of the company, which reduced the operation efficiency and client satisfaction, further threatened the core competitive strength and was far from its vision and strategy. The enterprise has arrived at the developing intersection, and needed urgent and scientific answer.The basic organization cell of HB Company and the industry is knowledge employee, and they work as the engineering consultant project team, whose performance management level determines the whole level of the industry. So, the innovation of the performance management system must depend on information–technology, and concentrate on project operation and project team.Considering the strategy and culture of HB Company, this dissertation absorbs the existing research findings, and uses performance tools, such as BSC, KPI, 360 degree feedback, to confirm the whole performance goal and indexes, which are separated into four sub-indexes: single responsible for all control, single-duty process, multi-select process and weak correlation. The performance indexes of the project team are determined by all the indexes of single responsible for all control and single-duty process, and some indexes of multi-select process by fishbone diagram. We make the correlation analysis between index and actual performance, and then confirm the index weights and the comprehensive evaluation.In addition, according to the systematic demand of performance management and performance management characteristic of knowledge employee, we make the performance management a dynamic loop system, which is composed by plan making, tutorship, feedback and evaluation. It is important for HB Company to pay more attention to the performance communication and application for the project team besides plan. This dissertation concentrates on the preparation, the style of performance communication and the specific requirements. Then we analyze and propose the preparation, typical procedure, SMART principle and the communication skill of the performance feedback. Finally, we research the performance application on statistics, analysis and disposal of the performance evaluation, as well as the salary management and talent development.
