With the impact of macro-control policies , which established by the Central Development and Reform Commission and exerted on domestic thermal power project ,the market blowout and the domestic thermal power market becomes saturated. Whether the manufactures,who engaged in the power plant industry,can get sustainable development on the international market or not will be depend on the orders they accepted.However,it makes great differences on the product standards,quality management and delivery requirements between international orders and the domestic orders. In brief, the international market set higher standards on the quality of products. For many years,we domestic boiler enterprises have begun to undertake overseas projects, but more and more problems have been found during the course of the production,especially in the quality of management. Such as how to adapt to user requirements,solve the normative assessment of the contract , keep data integrity for the user , control the manufacturing process seriously……It is more important for us to improve the management level in order to enhance their competitiveness. Only in this way,can our enterprises cope with the fierce international competition.Firstly, the paper introduces the current development status which the international electricity market as well as the international projects of the domestic enterprises has played. By analyzing the status quo of the quality control on the international project for the power plant boiler maker, the author points out that there are many problems existing in the process of implementation of the international projects .Such as the implementation of the project plan was not rigid and serious sufficiently, quality assurance factors were not suitable for the product quality, raw materials and other resource constrained the quality control and so on.Secondly, based on the PDCA cycle theory,the author uses 4M1E method and focuses on the quality management elements. By analyzing the key factors involved in project implementation process, which includes human resources, equipment, raw materials, production process management and environmental factors. According to the context and characteristics of the current status of power plant boiler manufacturers, the author makes recommendations for improvement.Finally, the paper has reached the following conclusions: we should improve the quality of personnel to implement the quality policy, make sure that all the equipment can work well, ensure the quality of raw material, and improve the process and systems, control environmental factors to ensure the stability and the security of the international projects on boilers. The author also pointed out the direction for future improvement of quality management: to introduce new quality theory and to carry out performance evaluation in order to improve the quality management level continuously.
