Study On The Mechanism Of Farmland Transfer Of Shangqiu Area

Land transfer is one of the dominant issues which affect the rural economic development at current. With the in-depth development of new socialist countryside construction, the transfer in land management rights (here is referred to as transfer of agricultural land) should be regarded as a mechanism for the sound, legal, voluntary and onerous use of farmland. Firstly, the mechanism for agricultural land transfer market must be established, in which the property rights should be delineated, the dominant position of farmer owners should be cleared, the market platform for farmland business should be set up, and farmland should be assigned under guided by the rules of benefit allocation; Secondly, the government should supervise and handle the disputes in accordance with law to protect the construction of rural land system. The purpose of farmland transfer is to realize the management of farmland in a large scale, but the current usage system of farmland is not changed.At present, farmland is dispersedly used in a small scale, and the pattern of farmland usage is rigid with a low optimal allocation of resources in China, which the farmland transfer is strictly restricted. The market and macro-control mechanisms for farmland transfer are deficient to a certain extent. Simultaneously, some new extra factories also occur in the process of farmland transfer. All of these have strictly impeded the further development of farmland transfer. In this paper, author firstly discusses the necessity to research the mechanism for farmland transfer on theory and practice. Then, the proceeding of farmland transfer occurs in Shangqiu Area of Henan Province is used as an example to investigate deeply. On the basis of assessment of marketization, promotion mechanism, relevant policy environment etc., author explores the issues and reasons occurring in farmland transfer. After analysis of mechanism construction for operation of farmland market, optimal allocation of farmland resources, improvement of rural social security system and management system of farmland, author also puts forward to suggestions to improve the mechanisms for farmland transfer.
