Tobacco is one of the important economic crops in China, planted area and output all occupy world front row.In henan province, tobacco is a major advantage goods in rural area. It's second to foodcrops and more important than cash crops in Nanyang City, Xuchang City and Pingdingshan City. It becomes the advantages of traditional industries for increasing farmers'income, enterprise efficiency and financial tax in the appropriate planted area. After years of development, tobacco production has made great progress.There is still a great gap compared with the international advanced level. The sustainable development of the future, is also facing cigarette industrial development new challenges, especially the requirement of modern science popularization, urged the planting mode should be appropriate to scale, standardization and specialization development direction. the development of tobacco planting is trend to professional farmers ,village and contractor. Tobacco is traditional industry at ZhaoHe Town, FangCheng County, plays an important role to promote local financial ,income of peasants and economic development in township level. The land circulation problems of tobacco scale planting, directly restricts and affectes key links, such as the tobacco production scale, modern technology promotion, the economic benefits improved and so on.Production and management right circulation of suitable scale, has become the premise and foundation of the stable ,sustainable , healthy development, and an important issue must pondered earnestly and actively explored to realiz the tobacco industry of rapid, healthy development.Based on 5 years working practice of the tobacco planting, the writer collected related material datas of entire planting area, economic investment, social stability, economic benefits, tobacco proportion of different ranks and etc. at ZhaoHe town, Fangcheng county. In 2008-2009 , flue-cured tobacco production and management mode had been innovated positively, and new mechanism of production and management right circulation had been explored and implied. 2 modes of production and management right circulation had been choosed to study the circulation of large-scale planting. Results as follow:(1) Using Production and management right circulation, it can effectively promote the development of scale tobacco planting, improve the efficiency of the scale tobacco planting, maximally reduce the related conflicts because of the circulation, and effectively arouse the enthusiasm of the related farmers. While using the dispersive circulation mode based on natural household,it's difficult to work, the land circulation cause many contradiction, it's unfavorable for the tobacco scal planting and the scale development.(2) The average benefits per mu of the tobacco scale planting is 16.3 percert higher than the than the tobacco sporadic planting, net RMB 361 higher; 5.6 percert higher per kilogram average, RMB 0.62 higher; 11.54 percert higher at average yield per mu, net 17.7 kg higher, and 2.14 percert higher at the proportion of first-class.(3) The tobacco scale planting can effectively solve the employment problem of farmers who lost land nearby and labor problem of contractor, basically achieved both the win-win result...
