Construction of a resource-conserving agricultural production systems is an important content of implementing the scientific concept of development and building a harmonious society. Wen Jiabao pointed out:"China's basic national conditions are as follows: a large population, relative shortage of resources, and weak environment capacity."As to Henan Province, a major agricultural province, in spite of the great progress of agriculture it has made, it still faces many serious problems like the deteriorating ecological environment and low capacity of overall agricultural production. Therefore, analysizing and researching the problems and present conditions of resource-conserving agricultural production in Henan Province and finding out an effective way which corresponds to it is of great practical and strategic significance to build a moderately prosperous society in Henan Province ,realize the revival of Central China and fundamentally solve the "three rural" issue.This paper is divided into eight parts: The first part is an introduction which briefly describes the background, meaning, main content, innovative parts and the present condition of resource-conserving agricultural production home and abroad;the second part tells the connatations of the the resource-conserving agricultural production, illustrates and tells five types of it like time-saving type, land-saving type, resource-conserving type and recycling type, proposes the standards of building the resource-conserving agricultural production and illustrates the theoretical basis of it, starting from six facets like land resources, farm resources, water resources, fertilizers, agricultural machinery and agro-ecological environment; the third part summarizes and analysizes the present conditions and existing problems of resource-conserving agricultural production ,tells the negative effects of the traditional type of agricultural production patterns, proposes the importance and urgency of building the resource-conserving agricultural production; the forth part illustrates the conditions of development of six different agricultural production model, evaluates the present situation in Henan Province and analysizes this model's development trends ;the fifth part manifests the success experience of the resource-conserving agricultural production in USA, Cananda, Israel, the Netherlands, Japan and other countries;the sixth part proposes an effective operation gurantee mechanism of resource-conserving agricultural production, starting from the protection of cultivated land, the advocate of water-saving technology, the improvement of energy use and enhancement of the speed of agricultural development and the realization of policy; the seventh part summarizes the suggestion about construction the futural resource-conserving agricultural production systerm;the final part is a summary of research.This paper analysizes and designs Henan Province's future resource-conserving agricultural production model. It utilizes relevant historical and statistical data, uses statistics and economics as the basis, lets Henan Province's resource-conserving agricultural production as the target ,and propose an effective operation gurantee mechanism of resource-conserving agricultural production and summarizes the suggestion about construction the futural resource-conserving agricultural production systerm from the present situation of resource-conserving agricultural production and the production expertise home and abroad. The result shows that the resource-conserving agricultural production in Henan Province has large room to develop.
